The Committee on Special Education (CSE) supports the identification, evaluation, and educational planning for students with disabilities. In most cases, questions or concerns related to the CSE process should be directed to your home school district, as they are responsible for convening CSE meetings and making educational determinations, even when a student attends a BOCES program.

The resources below are provided to help families better understand the CSE process, terminology, and available supports. These materials may assist you in preparing for meetings, understanding your child’s Individualized Education Program (IEP), and navigating special education services.

We encourage families to review these resources and partner with their home district and BOCES staff to ensure their child’s needs are fully supported.

    The 2025 "Special Education in New York State for Preschool and School-Age Students with Disabilities, A Parent’s Guide" is intended to provide parents and persons with parental relationship with a broad overview of the special education process in NYS; and a resource to help understand some of the rights and protections provided by federal and New York State law and regulations to parents and students throughout the process.

  • Continuum of Special Education Services for School-Age Students with Disabilities

    This document should assist school personnel to understand the regulatory requirements under which each service must be provided and to assist in the determination of which of these special education services might be most appropriate for an individual student.

  • Information Related to Graduation Requirements and Exiting Credentials for Students with Disabilities

    All students with disabilities must be held to high expectations and be provided meaningful opportunities to participate and progress in the general education curriculum to prepare them to graduate with a regular high school diploma and the majority of students with disabilities can meet the State’s learning standards for graduation.

    The Procedural Safeguards Notice explains the rights of parents and guardians of students with disabilities under New York State and federal law. It provides important information about participating in CSE meetings, accessing educational records, requesting evaluations, and resolving disagreements.

  • Family Guide to Transition Planning

    The purpose of the Family Guide to Transition Planning—Preparing Students with Disabilities for Life After High School is to assist families in understanding the transition planning process specifically from high school to life after high school. When families are knowledgeable about the transition process and invited to participate by educational organizations (EOs), students with disabilities experience improved post-school outcomes in the areas of employment, postsecondary education, and independent living.
