Health & Safety and Risk Management Service Plan

 

Standard Service

All participating districts receive this level of service.The service includes research and program development, Risk Management Office functions, and assistance and training from Risk Management Staff on an as-needed basis.Districts receive compliance assistance, management support, training and information.The Risk Management staff is available to act as an advisor and/or liaison in crisis situations.A comprehensive resource library is maintained by the program to benefit subscribing districts.

1.         General

            Provide participating school districts with recommendations regarding activities to be conducted to document compliance with employee health and safety laws and regulations in the following:

1.1.      Right-To-Know Law and Hazard Communication

a.         Schedule and train all school personnel on compliance with this law. This would cover all new employees as well.

b.         Assist district with obtaining and maintaining MSDS for all chemical products ordered each year.Maintain chemical inventory for each school building. Develop and maintain HAZCOM Written Plan for district.

c.         Conduct periodic safety training with supervisors and employers.

1.2.      OSHA/PESH Compliance

a.                   Implement school staff procedures for setting up and keeping an illness and injury log.

b.                  Post Right-To-Know law signs at proper locations.

c.                   Conduct PPE assessment and training for school staff.

d.                  Assist district officials with PESH audits and compliance directives as needed.

1.3  OSHA Bloodborne Pathogens Standard

a.         Provide consultation with school health officials on compliance with OSHA Bloodborne Pathogens Standard requirements.

b.Develop and implement Hepatitis B vaccination recordkeeping procedures for district staff.

c.         Assist district in compliance with medical waste disposal requirements.

d.         Offer training programs to inform school district employees with an occupational risk for exposure.

e.         Provide training in universal precautions in conjunction with the Bloodborne Pathogens/Infection Control guidelines.

1.4  Control of Hazardous Energy (lockout/tagout)

a. Conducts training and manages district lockout/tagout program, procedures and recordkeeping.

b.         Assist district with selection of appropriate equipment for control of hazardous energy.

1.5  Laboratory Standards

a.         Provide assistance and training to laboratory instructors regarding laboratory safety, chemical handling and disposal, and laboratory inspections.

b.Assist district in the development and implementation of chemical hygiene plan.

1.6       Permit Required Confined Spaces

a. Assist district in the identification and labeling of permit-required confined spaces.

b.Create and manage school district program related to confined space entry work and permit system.

1.7       Indoor Air Quality

a.         Investigates, upon district request, indoor air quality issues and complaints in school district buildings.

b.         Coordinates response actions (if necessary).

1.8       Respiratory Protection 

a.         Make arrangements for fit testing of employees who use respirators.

b.         Complete a model written respiratory protection program for school district use.

c.         Provide procedures and formats for recordkeeping of respirator use, fit-tests, and medical examinations for school personnel.

d.Train employees on respirator care and use.

1.9       Disaster Planning

a. Assist district in the development, implementation and revision of emergency management procedures.

b.         Train staff to use emergency planning guides and procedures.

c.         Assist district with emergency drills.

1.10     Hazardous Waste Disposal Coordination

a. Provide training on the handling and labeling of hazardous waste.

b.Provide technical assistance for the proper handling of hazardous waste.

c. Assist district personnel in the developing a hazardous waste inventory.

1.11          Fire Inspections

a.                   Conduct annual SED fire inspections.

b.                  Coordinate pre-inspections.

c.                   Assist in the development of plans to resolve non-compliance.

1.12          Structural Inspection

a.         Assist district in compliance with Comprehensive Public School Safety regulations.

1.13Asbestos Management/AHERA Compliance

a.         Provide technical assistance for compliance with all asbestos regulations.

b.         Assist the LEA in the development of an Asbestos Management Plan.

c.         Advise LEA on selection of the LEA asbestos designated person who is responsible for asbestos management.

d.         Assist district in the development of bid specifications for all work involving asbestos inspections, contractors, etc.

e.Set up employee medical surveys for employees who are asbestos workers.

e.                   Conduct the required triennial reinspections.

f.                    Assist district with six-month surveillance as requested.

g.                   Obtain samples for asbestos analysis by accredited laboratories as requested (district billed directly by lab – analysis not included in service).

h.                   Provide two-hour asbestos awareness training programs for maintenance and custodial staff.

1.13          Radon Management

a.         Assist district conduct radon testing in school facilities. (Test canisters and analysisnot included in service – district purchases these services from vendors).

1.16   School Safety & Violence Prevention

a.                   Coordinates staff training related to school safety and violence prevention.

b.                  Assists with the implementation of safety measures and integration with school district emergency management plan.

1.17          Safety Committees

a.Coordinates and/or conducts district safety committee meetings.

1.18          Liaison with local, state, and federal regulatory agencies

a.         Acts as a liaison between school district (administration, staff, and students) and regulatory agencies at the federal, state, and local level.

1.19          Newsletter

a.         Monthly newsletter provided to district officials to keep them informed on safety, health and compliance issues.
